SSH to EC2 works temporarily, then fails permanently

I've been trying to set up a sandbox Linux EC2 instance, but I am having trouble connecting via SSH. I've reviewed all of the troubleshooting pages and checked security group inbound settings, VPC gateway/subnet/routes/ACL settings, and I can't figure out what is wrong.

The weird part is this: if I stop the instance, then start it back up, I can temporarily connect via SSH right away (i.e. as soon as the instance appears as RUNNING), but only for a limited time. Within minutes (around the time that the status checks have completed running), SSH ceases to work (I receive a RESOURCE TEMPORARILY UNAVAILABLE message).

Is this a known issue? Could it be an issue with my account?

Hello,

Please note that the reason why you are unable to connect to your instance is caused by an administrative issue with your account. I have created an internal ticket for our customer service team to remedy this situation. I will inform you as soon as I receive an update.
