AWS NTP Server Access

Doesn't AWS have a publicly available NTP server at 169.254.169.123:123? I get destination host unreachable when I ping from my local PC. I've tried using command line and powershell from 2 different computers. I'm able to successfully ping and sync NTP time with time.google.com. That is a link local address and is only available from within a VPC.
In doesn't look like that address responds to ping (ICMP). It is only for NTP traffic.
