Occasionally, refreshing the AWS Management Console can resolve issues. Browser extensions or cookies might be causing interference with AWS services. Consider using a different browser or opening an incognito/private browsing session to bypass these issues.

I have done all of the above, still the issue persists, even in incognito this error doesn't resolve.
Could you please provide the error message you receive when attempting to start the Cloud Shell?
