Please ensure that the ‘sysadmin’ privilege is not revoked from the ‘NT AUTHORITY\SYSTEM’ server principal. This can block the localSystem Account from performing certain actions.
If these permissions were changed by a user, you will need to grant ‘sysadmin’ privileges to the ‘NT AUTHORITY\SYSTEM’ login.
