Have you selected the models you want to access from this account in the "Manage access to Amazon Bedrock foundation models" are of the Bedrock AWS console (documentation)? You need to first enable model access before you can use the models in your account.

Alternatively, you can verify that the user or role you are using has the right permissions to access this feature (IAM documentation)

As Amazon Bedrock is a regional resource, check and see if you are in the region where you have enabled access to these models.
