Why my account was charged using RDS?

It turns out that the RDS I created previously using SQL Server Standard Edition get charged for another $20 even I have deleted the instance. Can any tell me how to delete this RDS that I have created?

Once an instance is deleted or stopped you won't be charged for it, other than for storage if it's stopped. Also you will get charged for any backups you've kept. Are you sure the charges didn't relate to the period when it was running? If you want more visibility of costs, then in the AWS console go to the AWS Cost Explorer - type "cost explorer" in the search bar to find it.
