To create a billing support case with AWS, follow these steps:

Sign in to your AWS account and navigate to the AWS Support Center.

Click on "Create case" in the Support Center.

On the "Create case" page, select "Account and billing support" as the case type.

Fill out the required fields in the form, providing details about your billing inquiry.

Under "Contact options," choose your preferred method of communication:
- Select "Web" if you want an email response
- Select "Phone" if you'd like a telephone call from an AWS Support representative

Complete the form with any additional information and submit your case.
It's important to note that billing support is available to all AWS customers, regardless of their support plan level. Even if you have a Basic Support plan, you can still create account and billing support cases.
When describing your billing issue, be as detailed as possible to increase the chances of a quick resolution. If you're a student or using AWS for learning purposes and have concerns about unexpected charges, make sure to mention this in your case description.
Remember, for future reference, it's a good idea to set up billing alerts and budgets to avoid unexpected charges. You can do this in the AWS Billing Dashboard by enabling "Receive Free Tier Usage Alerts" and setting up custom budgets.
