I'd suggest to open a support case from your account (with the "billing category") https://docs.aws.amazon.com/awssupport/latest/user/case-management.html - the suport teams will be in a best position to help you. Most likely, they can suggest how to pay the bill in parts if that's what you need. I'm not sure if they can help you split the charge, but there must be a way for you to pay part of the bill first, and later pay the rest with the same reference (or something like that...)
Yes it can be done, just raise a AWS support ticket stating how much you would like to split the bill payment per transaction and support will split accordingly. It has been done before. e.g like below:-
Please split it 50% - 50%, 1st 50% can be charge at 15 Sept, 2nd 50% can be charge at 16 Sept
Using credit card with ending 4 digit xxxx
