Do you have IAM permissions to the KMS key PI are encrypted with to decrypt the data?

we still have key from the RDS instance in the KMS and it has not been modified since the server has been created how do i check to make sure that it does have access to decrypt the data. PS. All other RDS are using this same key
The key for RDS is different to performance insights. You need to check KMS key policy and IAM policies to ensure you have decrypt access. This may not be your issue but one area to look at.
Other than that try stopping and starting your Rds
