Hello,
By the statement time configured to force a hard reboot if the instance does not cleanly shutdown, we assume you are mentioning about force stop. If so, then the answer is no. The shutdown time or force stop is not configured anywhere at the OS or AWS console side. The process happens on a stop is mentioned in the below document:

I'm asking how long AWS waits to force a stop after a stop request.
For example:
1- A schedule in AWS console starts a restart command to an instance. 2- The SO starts the SO restart.
My question is: how many time AWS waits to force a restart.
Because sometimes SO takes a while to stop all process and restart (more than 10min) and I noticed AWS console force the stop and start (restart). Because when I log in back the "Why did the computer shut down unexpectedly?" message is shown.
I'd like to know if I can change the wait time from AWS console to force the stop.
