For anyone that's wondering what happened, I was able to resolve this with AWS support. What happened was that I had previously closed and reopened my account several years ago. When I closed my account, there were some things that were disabled/blocked. When I reopened my account, the blocks were still in place, and AWS support was able to help get those things unblocked.
