Can't open environment - Internal Failure

I started getting the following error, after selecting "rebuild environment".

"A problem occurred while loading your page: Internal Failure"

In EC2, it shows the instance as terminated. It feels like its stuck in a deadlock, trying to delete some resource.

Edit: I'm using a shared load balancer.

Edit 2: Okay, just tested with another environment, this happens when you have the target group added as a rule in the shared load balancer listener, it fails to delete it.

"Stack deletion failed: The following resource(s) failed to delete: AWSEBV2LoadBalancerTargetGroup."

Even if I delete it manually, the environment remains in the application and is inaccessible, returning "A problem occurred while loading your page: Internal Failure".

Edit 3: Deleted the whole application.
