If you're having trouble accessing your Amazon Q Developer subscription that was provisioned by your administrator, there are several potential solutions to try:

Verify that you're in the Amazon Q Developer console (not the Amazon Q console).

Check that you're in a supported AWS Region for Amazon Q Developer.

If you're seeing a message like "Your account has not been configured to use an Amazon Q subscription" when trying to use Amazon Q in the AWS Management Console, this could indicate that your subscription hasn't been properly configured.

Your administrator may need to enable identity-enhanced console sessions for organization instances of IAM Identity Center.

Ensure that you have an active Amazon Q Developer Pro subscription. Your administrator can check this by going to the Amazon Q Business console, navigating to Applications, selecting the application, and checking your subscription status under User access > Manage user access.

If you were recently added to a group with Amazon Q access, it may take up to 24 hours for the subscription to activate.

If you recently switched from the Free tier to the Pro tier, try signing out and signing back in again.

If you're trying to use Amazon Q with an IDE like VSCode, note that IAM Identity Center is required for this integration, and IAM users are different from IAM Identity Center users.

I got same issue, I am unable to subscribe my users - I am an Organization admin, yet I don't see any users to assign service to. I found this to be very difficult to setup and I wasted 3 days getting this basic subscription product. I think I read all manuals, added endless permissions to whatever yet I can't get it working. Support was not helpful.
I think the full SSO user/group name should be typed in for it to show up and assign
