EC2 is in shutting-down state since several hours

Hello,

we have an instance which stucks in shutting-down state since about 14 hours.

$ aws ec2 describe-instances --instance-ids i-003cbe5742a5db1fe --query "Reservations[*].Instances[*].[StateTransitionReason,State.Name]" --output text ; date -u

User initiated (2019-07-23 00:42:03 GMT)    shutting-down
mar 23 lug 2019, 14.00.09, UTC

How to solve?
