Your domain doesn't seem to have any NameServers pointing to Route53.
You mentioned that you registered the domain and created the hosted zone yourself. AWS creates a hosted zone for you automatically and points the domain to Route53 when you register a new domain.
Did you modify or remove the Name Servers for the domain? If so, you need to re-add them. ONce you re-add them it could take up to 48 hours for the change to take effect. See https://docs.aws.amazon.com/Route53/latest/DeveloperGuide/domain-name-servers-glue-records.html

Thank you so much for the assistant, Matt. It looks like I missed some steps in their guide mail about completing my domain; I need to create a hosted zone and add name servers myself. I followed the steps, and it worked; my certificate is now issued. Once again, thank you!
