EC2 Instance will not start

EC2 Instance: i-08ef46aa29363d569 was not responding. I stopped it. It took many minutes to stop. Now it is trying to start and has been in a "Pending" state for about 15 minutes.
Can anyone help?

It eventually, maybe one half hour, completed stopping.
Then starting took another hour, but now it is running again.
