Hi. AWS says they will not charge error disk, so if you were charged you can ask a refund to AWS Support.
You are not billed for disks with a status of error.

And to fix your server in stockholm, if you have snapshot of broken instance, you can restore from that. If not, create snapshot from instance in frankfult and copy to stockholm and restore seems well.

Thank you _takahash, Your suggestions are valuable, just to let you know not only disk error. I don't see any instances in Stockholm region. Only one active instance is showing that is in Frankfurt.
I will keep you posted the update.
