s3 에서 getObject notification을 지원하지 않는 이유는 뭔가요

S3의 알림설정에는 Object Upload 알림은 존재하나 Download는 존재하지 않습니다. 해당 알림을 구현하기 위해서는 매우 복잡한 과정을 거쳐야 합니다. AWS에서 제공하면 매우 편리할것 같지만 제공하지 않고 있습니다. 이유가 궁금합니다.
