AWS SES Subscription Managemnet

I am try to create contact list and try to use along with send email function in aws cli. I do find any option to create list. the command is no longer available. Earlier it was available and I don't not find any documentation regarding the change. I would like to new if there is any changes in aws SES and how to manage subcription list of users using aws service.
