Cannot start Lightsail database. Always throws error "Sorry, you can't reboot a relational database in unknown state"

When trying to start a postgre lightsail database, an error is always thrown. The error is

Error RebootRelationalDatabase[us-west-2]

Sorry, you can't reboot a relational database in unknown state; please try again later.

I've been trying for weeks now, still the same thing. How to get passed this? I am being charged for this database however it is unusable.

I tried that, I got a response that I cannot be helped because I don't have a support plan and the only option I have is to try re:Post. Which I find quite frustrating since it's AWS's services that are not working and I am paying for.
