Cannot terminate/stop degraded instance

Received email:
EC2 has detected degradation of the underlying hardware hosting your Amazon EC2 instance (instance-ID: i-09b56e24cbbf557f9).

Cannot stop/terminate/detach volume. It is just stuck there. Please help.
