This error is common for new AWS accounts and occurs for several specific reasons:

  1. Account Activation Process: Even though your account appears fully activated with $200 credits, some AWS services may take up to 24 hours after activation to become fully available.

  2. Billing History Requirement: According to reports from users who faced the same issue, AWS may require a billing history before automatically approving load balancer creation. This is a security measure to prevent service abuse.

  3. API Throttling: AWS sometimes temporarily restricts the ability to create certain resources like load balancers for new accounts.

Here are some steps you can try to resolve this issue:

  1. Wait 24-48 Hours: Sometimes these issues resolve themselves after a waiting period for new accounts.

  2. Try Different Regions: Attempt to create the load balancer in different AWS regions to see if the issue is region-specific.

  3. Use Other Services: Start using other AWS services that are working correctly to establish billing activity on your account, which might help with automatic approval for load balancer creation.

  4. Contact AWS Support: Open a support case specifically about this issue. While Basic Support response times can vary, this is the most direct way to resolve the problem. Some users have reported that upgrading their support plan resulted in faster responses.

This appears to be a known issue that often requires manual intervention from AWS Support to resolve. Unfortunately, response times for Basic Support can be longer than the documented 24 hours, especially for account-specific issues.

This message means that your AWS account doesn’t have enough billing history with AWS to be auto-approved for the creation of Elastic Load Balancers (ELB).

Free Accounts and Billing Support should be able to help with this. https://docs.aws.amazon.com/awsaccountbilling/latest/aboutv2/billing-get-answers.html#billing-support
