The error you got means that your account does not have an appropriate origination number or Sender ID configured that is eligible to send SMS messages to the UK.
There is no explicit requirement from AWS that MEF registration is needed for sandbox destinations, unless you are trying to use a Sender ID that is already protected in the MEF registry. If you attempt to use a protected Sender ID, AWS will require you to complete the MEF registration and provide the necessary documentation. This is to prevent fraud and spoofing of trusted brands. AWS recommends that you choose a Sender ID that matches your company branding and SMS service or use case.
Because UK requires sender ID registration, if you choose another sender ID that is unique to your brand but hasn't been registered yet, AWS End User Messaging SMS attempts to deliver the message with the Sender ID NOTICE. The message might not be received by the recipient based on the carrier requirements as some carriers might filter out messages with sender ID NOTICE. This could be due to security policies or anti-spam measures implemented by the carrier.
