!!!EDIT!!! (from Jul-2025)
The recommendations in Cost Optimization Hub and Trusted Advisor have been now aligned - check out this latest blog post about the launch announcement - https://aws.amazon.com/blogs/aws-cloud-financial-management/optimize-your-aws-spend-with-new-cost-savings-features-in-aws-trusted-advisor/
Since this has been implemented, I update my answer :) I hope this helps! I'm leaving my previous answer below for context, since the first paragraph about the alignment of Trusted Advisor and Well-Architected pillars is still true!
=======================
[OLD ANSWER]
AWS Trusted Advisor is focusing on multiple pillars and aligns with guidance from AWS Well-Architected Framework; it's more about architectural health and operational best practices recommendations, rather than cost alone.
Cost Optimization Hub is a new feature that provides a consolidated view of recommendations from multiple tools and sources, such as AWS Compute Optimizer, EC2 Rightsizing Recommendations, Savings Plans and Reserved Instances recommendations from the suite of AWS Cost Management & Billing tools.
When it comes to cost optimization recommendations you might find some recommendations in Trusted Advisor that might not be available in Cost Optimization Hub, and vice versa.
