Instance blocked in "stopping"

Hi, i changed a instance from t3.medium to t3.2xllarge, with ubuntu. When i started it, the instance start to reboot itselft, but i had could login, and use the console to "halt" the instance... Not worked!

I have "forced stop" from EC2 Manager, and now is in "stopping" status.
