No, the 'Lifecycle Transition requests into' pricing on https://aws.amazon.com/s3/pricing/ is per object, regardless of size. However, the time required in a lower-cost storage class to recoup the transition cost is absolutely dependent on size. Lifecycle transition rules can, and should, have a size filter applied to ensure that objects are not transitioned unless there is a cost benefit to doing so. Transitions into all storage classes except Glacier Flexible Retrieval and Glacier Deep Archive have a minimum object size of 128 KB.
