Why SNS Sandbox is unable to verify some phone number of a specific Telecom?

Hi, I am currently using SNS to send transactional SMS messages to several users I'm in the Sandbox test so when I add new number I don't receive the verification code for a specific mobile number of certain telecom provider in Morocco but for other provider I received the code. Any idea on why is this happening?
