I believe you are correct and the test question is wrong.
It is cloudfront and not opswork

I too think the answer is CloudFront is correct.
AWS OpsWorks is a service for automating server configuration.
Certainly there is an advantage to using this to deploy EC2 and other systems with the same contents in various locations to use the application quickly.
However, it does not lead to faster image downloads.
It is faster to have it cached at the edge location of CloudFront for faster delivery.
