despite not finding anything in the OpenSearch console collections

Hello.

Did you change the dataDeletionPolicy of the knowledge base data source to RETAIN as mentioned in the error message?

It is possible that the problem is on the AWS side, so I recommend that you open a case with AWS Support under "Account and billing".
