I apologize, but I'm afraid there's a misunderstanding in your question. Based on the information available in the AWS Marketplace documentation, there is no specific mention of AISPL (Amazon Internet Services Private Limited) accounts being unable to register as AWS Marketplace sellers.

However, to register as an AWS Marketplace seller and offer free products, you would need to follow these general steps:

  1. You can use an existing AWS account or create a new one to register as a seller on AWS Marketplace.

  2. Access the AWS Marketplace Management Portal, which is the tool used to register as a seller and manage products.

  3. Complete the seller registration process. This involves creating a public profile and providing necessary information.

  4. For free products, you need to meet certain requirements:

    • Provide a means to keep the software updated and secure
    • Have a defined customer support process
    • Follow AWS Marketplace marketing guidelines
  5. After registration, you can submit your free software products for listing on AWS Marketplace.

If you're encountering specific issues with your AISPL account that prevent you from registering as a seller, I would recommend contacting AWS Marketplace Seller Operations team directly. They can provide you with accurate information about any regional restrictions or specific requirements for your account type.

Remember that seller requirements may vary based on your location and the type of products you're offering. If you're outside the list of eligible jurisdictions for paid products, you may still be able to offer free products, but it's best to confirm this with AWS support.

For any technical issues or specific questions about your eligibility, you should create a case with AWS Support for the most accurate and up-to-date information regarding your situation.
