Hello . I'm not using the service at the moment, but the invoice with the amount charged has been issued. I couldn't pay because I didn't have any money on the card, but I would appreciate it if you could cancel the bill.

Hello,

I guess you want AWS to delete the invoice for your specific issue. Therefore you have to contact them.

If a service is running then it's going to be chargeable, even if you're not making any active use of it.

Even where (say) an EC2 instance is stopped, the instance itself won't accrue any costs for the period it is stopped but any storage attached to it will still be chargeable.
