AppStream 2.0 after initial invite email is sent - not sending email notification

Hi fellow AWS techs have a strange issue with AppStream 2.0 aftre setting up and then assigning a stack to a user. the workflow sennds out Welcome Email - no issues, then send another which requests user login from link and aos forces a password chaneg. This all works dandy, however, when I try and resend - email not sent when fleet re-assigned to user -

If the user is still assigned to the stack, assigning the user to the same stack again won't trigger the notification email. If you'd like to notify the user again via email, you can unassign the user from the stack and re-assign the stack to the user.
