The upvoiting/downvoting point system is working as expected. I've tested it to make sure. When you downvote either a question, answer or comment, both the person that performs the downvote, and the person that got the devote lose one point. You can refer to the table in How does the points system work FAQ in the help section located at the top right. Here is the direct link.
