Amazon Elastic Compute Cloud Dedicated per Region Fee with Reserved Instances

I'm being charged dedicated per region fee ($2 per hour) with the following setup:

  • 1 reserved EC2 instance purchased with dedicated tenancy.
  • 1 dedicated EC2 instance with matching configuration running. Does this mean that RI does not cover dedicated per region fee and there's no way to avoid this additional cost?

RIs do not cover the dedicated per region fee. The fee is charged once per hour for all dedicated instances in the region and not on a per instance basis.
