When using the Authentication option to create and manage users within Amazon Connect (i.e., not SAML or existing directory), is there a way to restrict an IP address range for logging into the CCP or Agent Workspace?

Not out of the box. One way to do it is have a custom CCP and then put that limitation on the CloudFront using WAF.
