EBS no tags presistent

Hello good day from Colombia. I try to tag my EBS volumes, but these tags are not persistent. I have a shutdown of EC2 instances (the EBS are associated with them) every day at 7:00 p.m. and turned on again at 8:00 a.m. When the machines are restarted every day these tags disappear. Tagging is done manually from each EBS volume or also from the Resource Groups Management service. Can anyone know what is happening with these tags?

To emphasize, some of the EC2 instances have been created with Terraform, some have tags directly from Terraform that persist, but there are volumes to which tags have been placed and saved along with the terraform ones, but others have not.

I tried doing research with Cloudtrail but it didn't go well.

The only thing I can think of is that the instances are part of a Auto Scaling Group where the Launch Template does not have the tags defined. So, when new instances are started each day, the tags are missing.
