Apart from the solutions you have indicated Proofpoint provides a self-service portal for email senders to request delisting from their blocklist. You can visit the Proofpoint IP and Domain Reputation Center at https://ipcheck.proofpoint.com/ to request delisting for your SES IP address. However, it is important to note that this process may take some time, and there is no guarantee that your request will be approved.
The challenge with the dedicated SES pool is that other users might be impacting your SES operation.
It is highly recommended to have at least 2 dedicated IP addresses setup for SES with proper SPF and DKIM records to avoid being impacted by other users of a shared pool.
AWS does a very good job monitoring reputation but due to the short lifed nature of systems sending SPAM this can not always be detected fast enough.
