AWS Billing can't post the Training & Cert Invoice (for SKillBuilder Monthly subs) on verified payment methods

I can not buy AWS SKILL BUILDER monthly subscription with my verified payment methods .

I can make the purchase by logging into both console and builder with the same id . I could immediately able to access the catalog. I receive the invoice in my Builder Id + Console ID -> email address. AWS Billing system fail to post the invoice on my verified payment method. So , the subscription gets cancelled in 8 hours following the purchase post 4 trials each at 2 hours intervals ( as explained by the support team) .

No one can give me more data why it is failing to bill .

BANK does not even get those invoices posted at their end and they can't help .

AWS has become pretty terrible on billing and support lately in comparison to Google . Too much investment on the web services and too less on the customer experiences .
