Nowhere to unlock EIP from account

AWS Support, can you please unlock EIP 54.194.161.48. I cannot see where to do this:

54.194.161.48: The address with allocation id [eipalloc-9f2823fd] cannot be released because it is locked to your account. Please contact AWS Support to unlock it.

EIP still had rDNS rec. The A rec needed to be deleted, then the release worked. The error message you get does not mention this; just tells you to contact support, which you cannot do on Basic other than Account or Billing queries.
