Can you explain the function of MaxDutyCycle and what the scale of 0-15 refers to? Is it time, % duty cycle?

According to the specs: 1 / (2 ^ MaxDutyCycle) Where MaxDutyCycle of 0 means no restriction and 1 is 50% and so on.
