ALB got stuck in 'provisioning' state for hours

Here is the arn: ARN: arn:aws:elasticloadbalancing:eu-central-1:<account>:loadbalancer/app/tf-envmarek-alb/c30c9316a998426b and one other: ARN: arn:aws:elasticloadbalancing:eu-central-1:<account>:loadbalancer/app/test/7113d7e70d4b43ae

One was created with terraform the other was created by manual labor. Both are stuck in 'provisioning' state for long time. Any help is appreciated.

I am only replying to this thread as it's on the first page of google and I both ran into and solved this issue.

I found that if I tried to create a public-facing ALB in subnets that have no internet gateway(no nat gateway either in my case), it was stuck in provisioning.

As soon as I created a internal ALB everything provisioned like normal.
