CloudWatch Agent - metrics are not reporting

Troubleshooting a Windows Server, On Premise, Managed Node that is not reporting Metrics to CloudWatch. CloudWatch Agent has been installed and configured. There is an IAM profile that allows for communications. The setup is proven as there are numerous other like Managed Nodes using this configuration without issue. Just having issues with this one particular instance.

In the Amazon CloudWatch Agent logs, I see the following from within the configuration-validation.log: <timestamp> E! The service process could not connect to the service controller.

The amazon-cloudwatch-agent.log appears clear of errors. I tested access to the endpoint and do not see that as an issue. I have tried uninstalling/re-installing CloudWatch Agent via the Run Command. I've searched for the listed error provided above and do not find anything relevant to help me remediate the communications issues. Any ideas or suggestions would be really appreciated.
