according to this you can specify engine version per workgroup and switch it:

Ah, you reminded me of the Athena workspaces, and I can create a new workspace for testing version 3. I can test my queries to the version 3 workspace, and when I have them working, point my application at the version 3 workspace, just to be sure. This option will work well for my scenario.
The documentation you referenced doesn't talk about changing a workspace to a lower version, but because I can test version 3 in a new workspace, being able to go down to a lower version is no longer important.
