To stop the RDS service that appears to be still running in your account, you should follow these steps:

  1. Log in to the AWS Management Console and navigate to the RDS service dashboard.

  2. Check for any active RDS instances in all regions, particularly focusing on the region associated with the VPC ID you provided (vpc-0e87197a012bba3bc).

  3. If you find any running instances, select them and choose "Stop" under the "Actions" menu. Once stopped, you can then delete these instances.

  4. After addressing the instances, check for any remaining snapshots or automated backups. These can be found in the "Snapshots" and "Automated backups" sections of the RDS dashboard. Delete any unnecessary snapshots and backups, as these can continue to incur charges even if the instances are stopped.

  5. Look for and delete any unused subnet groups, parameter groups, and security groups within the RDS dashboard that might be associated with your previously running instances.

  6. If you're still seeing charges related to RDS, check for any active RDS Proxies and delete them if they're not needed.

  7. Verify if there are any AWS Backup plans associated with your RDS resources. If so, you may need to delete these backup plans to completely stop the RDS-related services.

  8. Use the AWS Cost Explorer and change the grouping criteria to "by usage type" to get a detailed view of what exactly you're being billed for. This can help identify any remaining RDS-related resources that might be causing charges.

If after following these steps you're still unable to stop the RDS service or continue to see unexpected charges, it's recommended to open a support ticket with AWS Billing Support for further assistance. They can provide a more detailed analysis of your account and help identify any hidden resources that might be causing ongoing charges.
