can I use AWS Cognito and Amplify to authenticate on-premise web application?

we have an on-premise REACT app, which will be in AWS in 2 or three years. but for now, can I use AWS Cognito and Amplify for authenticate/login/logout on-premise web applications? so that when we do move to AWS, we can just do up and lift?
