Hello.
I have also experienced similar errors in the past.
In my case, I opened a case with AWS Support under "Account and billing" and had them remove the restriction.

When I contacted AWS Support to find out why the restrictions were being put in place, I received a response that said, "AWS may place restrictions on functions, upper limits, etc. based on your account's usage history."
