Can not release (locked) EIPs

Hi  
  
We want to release our 4 EIPs, but got this error message:  
54.183.56.100: The address with allocation id * cannot be released because it is locked to your account. Please contact AWS Support to unlock it.  
  
The following EIPs is going to be released:  
54.207.85.227  
54.183.56.100  
54.183.64.215  
54.193.105.245

Hello Kiwen,  
  
Please open the Request to Remove Email Sending Limitations form \[1] (sign in with your AWS account root user credentials) and describe your request to remove rDNS record from the EIP in the field named 'Use Case Description'. After you submit the form the appropriate team will contact you once the request is processed.
