I believe it can be developed using AWS services.
The following AWS services are used for speech recognition and natural language understanding.
Amazon Lex
Amazon Lex is a natural language understanding service.
Amazon Lex can be used to create voice chatbots, etc.

Amazon Translate
Amazon Translate is a text translation service.
Amazon Translate can help you translate from Lithuanian to other languages and vice versa.

Other AWS services that may be useful include "Amazon Transcribe," which converts voice data to text, and "Amazon Polly," a text-to-speech service.
Hi, I just almost did exactly what you are looking for, but with ChatGpt and aws integration and amplify.
You can tweak the example of course to do translations via the amplify Predictions package.
