Cloudformation Stack Stuck in UPDATE_ROLLBACK_COMPLETE_CLEANUP_IN_PROGRESS

I have a cloudformation stack stuck in UPDATE_ROLLBACK_COMPLETE_CLEANUP_IN_PROGRESS and I can't for the life of me figure out why or where the issue is. The stack id is: arn:aws:cloudformation:us-east-1:996768638400:stack/xxxx/e1641270-ed2b-11ea-bd1a-0e353767367b

It looks like the problem takes about an hour to resolve itself after it happens. I've been able to replicate it a few times.
