Making GetRecommendation Calls with both Promotion and Filter on User-Personalization-v2

I Used the User-Personalization-v2 and effected a filter to delete items, and also promotion filter

When i GetRecommendation without any of the filters, the call returns items, when i GetRecommendation with the global filter (i.e non promotion filter) to delete items, it works. When i GetRecommendation using the promotion filter as the global filter (pretending its not promotion), it also works

But when i GetRecommendation with the delete filter and promotion filter together, it doesnt work

What might be the cause of this. The same happens (as above) wether using the SDK or console
